Section 11(d) in The U.P. Basic Education (Teachers) (Posting) Rules, 2008
(d)If any teacher declines the promotion in the aforesaid two backward areas, that teacher shall not be given promotion during the next three years and again after three years the promotion of that teacher would be considered as per the prescribed rules.
