Section 11(1) in The Orissa Subordinate Statistics and Economics Service Rules, 1994
(1)The Committee shall meet once in a year ordinarily during the month of April to consider the eligible officers and prepare separate lists of officers found suitable for promotion the number of which shall be double the vacancies meant for promotion to the post of Statistical Assistants and Statistical Investigators. The Committee shall for the purpose of preparing the lists of suitable officers consider the case of such Primary Investigators and Statistical Assistants who have :(a)rendered at least three years of continuous service as Primary Investigator or as Statistical Assistant as the case may be on the first day of January of the year in which recruitment is made and have satisfactory record of performance and conduct, and(b)passed required departmental examination.
