Section 4(3) in The Jammu and Kashmir Board of Professional Entrance Examination Act, 2002
(3)A person shall not be eligible for appointment as Chairman unless he is-(a)a permanent resident of the State ; and(b)an academician of repute having served in the State for not less than 20 years.
