Section 11(c) in The Orissa Children's and Women's Welfare Service Rules, 1989
(c)as between officers referred to in Clause (a) on the one hand and those referred to in Clause (b) on the other, the latter shall, in the year of recruitment, be en block senior to the former in that year.
