Section 12(1) in The Orissa Statistics and Economics Service Rules, 1979
(1)The Commission shall forward to Government a list arranged in order of merit of those candidates who have qualified by such minimum standard of suitability as the Commission may fix including the candidates belonging to the Scheduled Castes and the Scheduled Tribes who satisfy the said minimum standard.
