Section 17(a) in Instructions for The Administration of The Indian Boilers Act, 1923
(a)When steel makers certificates in Form IV of the Regulations issued by well known steel makers or a recognised Inspecting Authority are available, the materials may be stamped by him for use in the construction of boilers provided they are found to be in sound condition.
