The Chief Inspector shall be the controlling and countersigning authority for all contingent bills and all travelling allowance bills of all officers subordinate to him.3.
The Chief Inspector shall from time to time prepare and submit for the sanction of the State Government a schedule of the establishment and salaries which he considers necessary for carrying out the purposes of the Act.4.
The Chief Inspector shall prepare the budget estimates for carrying out the purposes of the Act.5.
The Chief Inspectors shall approve the programme of inspection of all Deputy Chief Inspectors and Inspectors subordinate to him with due regard to the convenience of owners generally.6.
The Chief Inspector shall examine and pass orders on the diaries and returns of the Deputy Chief Inspectors.7.
The Deputy Chief Inspector and Inspector shall prepare a programme of inspection having due regard to the convenience of owners generally and submit them to the Chief Inspector or Deputy Chief Inspector respectively for approval at such period as may be fixed by the Chief Inspector.8.
The Deputy Chief Inspector and Inspector shall keep a diary for monthly submission to the Chief Inspector and Deputy Chief Inspector respectively, showing the place visited, boilers registered or inspected, variations from the programme and any other important particulars and actions taken under the various sections of the Act.II - Instruction for Registration of Boilers9. Importance of registration.
Technical guidance for the registration of boilers and scale of fees for registration are prescribed in the regulations. The details of measurements recorded at the time of registration constitute a permanent record for the boiler and determine the original pressure at which the boiler is allowed to work. It is accordingly essential that the work should be done with the greatest care and precision.10. Necessity of avoiding delay.
It is essential that no delay should occur in registration. The Inspector shall fix a date for the examination of the boiler as required under sub-section (2) of section 7 and proceed to take action under sub-section (3) of section 7 on the date so fixed and submit his report to the Chief Inspector as early as practicable.The Chief Inspector shall issue orders under sub-section (4) of section 7 without delay.III - Instructions for Inspection of Boilers11. Internal Inspection.
Detailed instructions for the inspection of boilers are contained in the regulations. The following general procedure at inspection should be observed:At each inspection for the grant or renewal of a certificate the Inspector should wherever the size and construction of the boiler permit, go inside it and make an inspection of all its internal parts. But before doing so he should satisfy himself that proper provision has been made for effective disconnection of the boiler from any boiler under steam.Should he find that the boiler has not been effectively disconnected or that the boiler has not been properly cleaned or declared or that it is unreasonably hot, he should decline to proceed with the inspection and should report the facts to the Chief Inspector for orders under sub-section (2) of section 14 of the Act.When a boiler is of such size or its construction is such that the Inspector cannot go inside it, there must be sufficient sight-holes or hand-holes provided to enable him to see and assess the condition of the principal internal parts. If any important part of a boiler is so constructed that the Inspector cannot examine it, he should report the fact to the Chief Inspector for orders.12. External inspection.
Boilers must be examined externally as well as internally. Particular attention should be paid to the external parts of the boiler in contact with seating blocks and brick-work especially when the situation is damp. Having regard to many serious defects discovered, Inspector should take care in order to ensure proper inspection, that boilers of which the whole of the outside cannot be readily examined, are cleared of any concealing covering, supports of fittings whenever they consider it necessary.Saddle, tanks and engine fittings of locomotive type boilers should be removed for inspection of the parts underneath at first inspection and at any reasonable period afterwards whenever the Inspector considers it necessary. If the owner in any special case has any good reasons for not wishing to clear the covered parts, the case should be submitted to the Chief Inspector for orders. The Inspector must keep in his mind that he is not to certify as safe any boiler regarding the condition of which he cannot thoroughly satisfy himself.Previous to an inspection the Inspector shall scrutinize the memorandum of inspection book and shall note any entries that may have been made at the last inspection.13. Casual Inspection.
At the inspection of one of a battery of boilers the Inspector should take the opportunity of examining other boilers under steam with special reference to boiler mountings and boiler attendance.14. Entries in certificates.
In addition to the entries required to be made under Regulation 389 in a certificate for the use of a boiler, the Inspector should state in the remarks column his requirements, if any, with regard to the hydraulic test, removal of lagging brick-work or other concealing parts for the next inspection to enable the owner to have the same properly prepared at that time. He should also state in the same place his requirements regarding the repair or renewal of any part that may be considered fit only for the period of the certificate.In the repairs column he should enter the year of repair, description or repairs effect. Only important repairs should be noted. In the absence of remarks on the condition of boiler, the boiler will be considered to be in good condition.15. Issue of certificate and provisional order.
In cases in which the Inspector is empowered to issue a certificate under I sub-section (5) of section 8 without further reference the certificate should ordinarily be issued within 72 hours of the completion of the inspection. When an Inspector issues a provisional order under section 9, he must immediately to the Chief Inspector that he has done so.IV - Instructions for Examination of Boilers Steam Pipes, Economisers or Parts thereof under construction16.
While examining materials the Inspecting Officer shall verify the acceptability of the materials from original test reports from steel makers in accordance with the requirements of the regulations before stamping these materials.17.

After each stage examination of a boiler or parts thereof or of steam receivers, separators, etc., he shall advise the makers on the spot to proceed on to the next stage in their construction provided he is satisfied that the standard of construction does not fall short of the requirements of the regulations.19.
When radiographic examinations are carried out to parts which require such examination under the regulations the Inspecting Officer in charge of radiographic examination shall personally check up the identification of the film exposed, to the part under examination and record these in his dairy.20.
He shall also maintain a record of all rectifications and repairs carried out by the manufacturer to welded seams after radiographic examinations.21.

Please make provision for verifying the dimensions of and weights on safety valves, vide Regulation 376 (b).Encl: OneHead Clerk,For Chief Inspector of Boilers,Uttar Pradesh.Preparation for Examination(See Chapter IX of the Regulations)A. - Preparation for thorough inspectionAt every inspection of boilers for the grant of renewal of a certificate the boiler shall be empty and thoroughly clean in all its parts. All doors of manholes, hand-holes and sight-holes and cleaning plugs and all caps in the headers and mud drums of water-lube boilers, all firebars, bearers, frontplates, bridgeplated, fire-bridges, bridge arches, oil, fuel, burners and mechanical stoker fitting shall be removed. All values and cocks comprising the boiler mountings must be opened up and taken apart and the valves or cocks ground, where necessary, before the Inspector's visit.Provisions should be made for the removal of lagging or brick-work or other concealing part and for the drilling of plates, if required by the Inspector and for verifying the pressure guage and safety valve dimensions and weights. All smoke-tubes, smoke-boxes and external flues must be swept clean.Provisions must be made for the effective disconnection of all steam and hot water communication with any other boiler under steam. This must be effected either by the removal of a length of pipe from the steam, feed and blow down piping of by the insertion of substantial blank flanges. Where blank flanges are employed they must be inserted between the flange of chest and pipe attached to it. No blank flange shall be inserted between safety value, chest and the boiler.Note. - These provisions as to effective disconnection shall extend to every case wherein a persons is sent or with the assent of the owner for person in charge goes into a boiler for any purpose.B - Preparation for hydraulic testThe chest of all mounting subject to steam pressure should be in place and shut tight or blank-flanged. The safety valves should either be jammed down or removed and the chest opening blank-flanged. The attachment tapped ¾". Witworth bolt and nut thread for the Inspector's pressure gauge and the socket tapped 7/8". Witworth bolt and nut thread for connecting the Inspector's test pump hole shall be in order. All doors shall be properly joined and tightened up. The boiler shall be completely filled with water, care being taken to allow all air to escape and, if possible, a preliminary test not exceeding the working pressure of the boiler shall be taken before the Inspector's visit to test the tightness of the joints. When a boiler is hydraulically tested for the first time, it shall be entirely cleared of lagging or brickwork at subsequent test, the lagging or brick-work or portion thereof shall be removed if required by the Inspector.C - Preparation/or steam testAt the time of Inspector's visit, the boiler should be working under steam and the safety valves shall be left free and capable of being adjusted to the approved working pressure.Preparation now required (A)(B)(C)In the case of forced flow and forced circulation types of boilers, provision shall be made for checking that proper circulation is maintained through all sections of the circuit by flow of water.Note. - The last certificate for the boiler should be shown to the Inspector.Uttar Pradesh Boiler Inspection DepartmentForm CT.
