(4)The proceeding register shall always be kept at the office of Zila Parishad. In no case the proceeding register shall be taken out from the office of Zila Parishad, unless required by the government or authorities authorised by it or by the order of a competent court of law to do so. The Chief Executive Officer shall be the custodian of the proceeding register of Zila Parishad.
