Section 172(1) in The Bihar Motor Vehicles Rules, 1992
(1)Save as otherwise specified by the Regional Transport Authority in respect of municipal or cantonments areas, every transport vehicle shall at all times be equipped with a spare wheel or rim fitted with a pneumatic tyre in good, sound and readily inflated condition and mounted in such a way that it can be readily dismounted and fitted to the vehicle in the place of any one of the wheels.
