Section 10(10) in The Coal Mines Regulations, 2017
(10)(a)The Chairman shall preside at every meeting of the Board.(b)If the Chairman is absent for any reason, members present shall elect one from among themselves to preside over the meeting; and the member so elected shall, for the purposes of that meeting, have all powers of the Chairman.
