Section 24(1) in U.P. Zila Panchayats Service Rules, 1970
(1)For the purpose of recruitment by promotion selection on the basis of seniority-cum-fitness, shall be made from among all the eligible servants of the [Zila Panchayats] [Substituted by U. P. Act No. 9 of 1994.] who have put in the required length of service on the first day of January of the year in which the selection is made.
