Section 21(2) in The Global Open University (Nagaland) Act, 2006
(2)The Registrar shall be appointed by the Vice-Chancellor from out of three persons empanelled by the Executive Council which shall not indicate any order of preference and leave the selection solely to the independent judgement of the Vice-Chancellor.
