Section 10 in The Orissa Zilla Parishad (Conduct of Business) Rules, 1996
10. Temporary absence of President.
(1)Whenever the President finds it necessary to leave the chair temporarily, he may call on the Vice-President or in the latters absence he may call upon a member to preside in the meeting.(2)Whenever the Vice-President is presiding over the meeting and if he finds its necessary to leave the meeting temporarily, he may call upon a member to preside over the meeting.
