Section 3(1) in Tamil Nadu Farmers' Management of Irrigation Systems Election Rules, 2003
(1)For the conduct of election to fill the offices of member's of the Territorial Constituencies and Presidents of Water Users Association, Presidents and members of the Distributory Committees and Chairman and members of the Project Committees, the Collector shall appoint by order an officer as Returning Officer.
