3. Returning Officer.
(1)For the conduct of election to fill the offices of member's of the Territorial Constituencies and Presidents of Water Users Association, Presidents and members of the Distributory Committees and Chairman and members of the Project Committees, the Collector shall appoint by order an officer as Returning Officer.(2)It shall be the general duty of the Returning Officer at any election to do all such acts and things as may be necessary for conducting the election in the manner provided in these Rules.
