56. Refusal of license.
- The Chief Controller or Controller of Explosives refusing to grant, amend, renew or transfer a license, shall communicate the reasons thereof to the applicant:Provided that before refusing the grant, amend, transfer or renewal of license, the holder of the license shall be given an opportunity of being heard.
