Section 8 in Bihar Boiler Operation Engineer's Rules, 1960
8. When boiler deemed to be in use.
(1)A boiler shall be deemed to be in use for the purpose of these Rules when there is active fire in the furnance, firebox or fireplace for the purpose of heating the water in the boiler. A boiler shall be deemed to be not in use only when the fire is removed or effectively banked and all steam and water connections are closed.(2)An economiser shall be deemed to be in use for the purpose of these Rules when there is a flow of flue gases past the economiser and an appreciable heat transfer between the water and the heating gases.
