Section 235(1) in Andhra Pradesh Panchayat Raj Act, 1994
(1)The Governor shall on the recommendation of the State Government constitute a Finance Commission as soon as may be within one year from the date of commencement of the Constitution (Seventy-third) Amendment Act, 1992 and thereafter on the expiration of every fifth year.
