(2)In particular and without prejudice to sub rule (1), the terms and conditions of service shall take into account the following, namely -(a)Accountability of teachers to the School Management Committee constituted under section 20.(b)Provisions enabling long term stake of teachers and Vidyasahayaks in the teaching profession
