Section 438(5) in Uttar Pradesh Municipal Corporation Act, 1959
(5)It shall be lawful for the Municipal Commissioner -(a)to grant any licence referred to in sub-section (1) subject to such further restriction or conditions, if any, as he shall think fit in the circumstances of the case, or(b)to withhold any such licence.
