Section 23(1) in The Rajasthan Co-Operative Service Rules, 1954
(1)Purposes of recruitment to the Service by promotion, a selection strictly on (seniority-cum- merit) shall be made from among all the persons, eligible for such promotion under the provisions of these Rules (on the first day of the Month of April of the year of selection).
