23. Criteria for promotion.
(1)Purposes of recruitment to the Service by promotion, a selection strictly on (seniority-cum- merit) shall be made from among all the persons, eligible for such promotion under the provisions of these Rules (on the first day of the Month of April of the year of selection).(2)Deleted.Explanation.- In case direct recruitment to post has been made earlier than regular selection by promotion in a particular year, such of the persons who are or were eligible for appointment to that post by both the methods of recruitment and have been appointed by direct recruitment first, shall also be considered for promotion.
