Section 3(1)(h) in The U.P. (Regulation of Building Operations) Regulations, 1960

(h)all orders and other instructions made and executed in the name of the Controlling Authority shall be authenticated by the signature of the Prescribed Authority or by any other member of the Controlling Authority authorised by it in this behalf.
