Section 10(1) in The Jammu and Kashmir State Finance Commission Act, 2006
(1)The Government shall make available to the Commission an officer not below the rank of Secretary to Government having cumulative experience of management of sectorial planning of at least three years who shall be the Secretary of the Commission.
