(5)Surcharge. - The Cross-subsidy surcharge as determined by Commission from time to time shall not be applicable in case of open access wheeling transactions based on renewable energy sources. For the purpose of open access wheeling based on renewable energy sources, the cross-subsidy surcharge shall be 'nil'.
