Section 23(2) in U.P. Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2017
(2)(a)financial assistance to a street vendor may be provided so as to make him/her capable of conducting the business, Self-Help Groups may be constituted by the groups thereof By own contributions, loans from financial institutions and grants from various schemes etc. may be provided. A fund may be established and financial assistance may be provided to the members of Self Help Groups;(b)group insurance scheme may be introduced for street vendors who have been issued certificate of vending;(c)for the promotion of social status and for the welfare schemes of social security of the street vendors, help of non-government organizations, street vendors associations and unions and other welfare organizations may be taken.
