Section 10(1)(c) in The Orissa Subordinate Fisheries Service Rules, 1994

(c)
(i)Promotion to the rank of Fishery Extension Officer excluding that of Laboratory Assistant shall be made from amongst the Supervisors on the basis of the selection made by the departmental Promotion Committee constituted under Sub-rule (2) of Rule 11.
(ii)Supervisor of Fisheries who have rendered a minimum of three years of continuous service as such on the 1st day of January of the year in which the D.P.C. meets shall be considered for promotion to the post of Fishery Extension Officer.
