Section 25(ii) in Mizoram (Finance and Accounts Service) Rules, 1991

(ii)A member of the service in the Junior Grade shall be eligible for promotion to the Senior Grade after he has served in the Junior Grade for a minimum period of 5 years subject to Rule 19 and his ability, integrity and character.
