Section 192(1) in The Mizoram Autonomous District Council (Constitution and Conduct of Business of the District Councils) Rules, 1974
(1)At the conclusion of the inquiry, the Commissioner shall report whether the returned candidate, or any other party to the petition who has under the provisions of the rules claimed the seat has been duly elected, and in so reporting shall have regard to the provisions of Rule 191.
