Section 15(4)(b) in The Bihar Excise (Settlement of Licences for retail sale of Country/Spiced country liquor) Rules, 2004

(b)The bid-sheet shall be signed by the highest bidder and the two bidders just below him. If the bidders just-below him are not available for signature, or refuse to sign, a note to this effect will be entered in the bid sheet.
