(1)No person shall be appointed Librarian except on the recommendation of a Selection Committee constituted for the purpose and consisting of -(i)the Vice-Chancellor-ex-officio Chairman, and(ii)two persons having special knowledge of Library Science and Library Administration, not being in the service of the University, to be nominated by the Executive Council.
