Section 17(1)(c) in The U.P. Pravidhik Shiksha (Admission Conduct of Examinations and Conferment of Certificates and Diplomas) Regulations, 1992

(c)In case of second, third and final year students, the Principal of Institution shall obtain applications from the students desertions of institution transfer within seven days after the last date of admission. Such students may give three names of institution in order of preference. Such applications shall be forwarded to the Directorate of Technical Education after filling up the marks obtained by the students in the previous years and number of seats vacant in different branches within one week from aforesaid date. The students declared pass with Back Paper, shall not be eligible for transfer of institution ;
