Section 17(1) in Punjab State Electricity Regulatory Commission (Open Access) Regulations, 2005
(1)In addition to transmission charges and wheeling charges, a consumer availing Open Access to the transmission system and/or distribution system shall pay a surcharge worked out in the manner laid down hereunder :Provided that such surcharge shall not be leviable in case Open Access is provided to a person who has established a captive generating plant for carrying the electricity to the destination of his own case.
