Section 32(1) in The Orissa Boiler Operation Engineers' Rules, 2000
(1)A testimonials shall be signed by a responsible person under whom the candidate was employed and be countersigned by the Owner, Agent, Manager or Secretary of the mill, factory or by such other person as the State Government may notify in this behalf.
