Section 9(1) in The Tamil Nadu Animals and Birds in Urban Areas (Control and Regulation) Rules, 1997
(1)The Licensing Officer, before renewing a licence, shall make arrangements to verify whether the identification marks made on the bodies of the animal. If the identification marks already made at the time of issue of licence are not visible, the Licensing Officer shall arrange for making identification marks on those animals to make them visible.
