Section 80(d) in The Port Of New Mangalore Rules, 1976
(d)When gun-powder ammunition or other explosives exceeding 45 kgs. (100) lbs) in weight are being shipped on or discharged from, any vessel within the limits of the port, no fires, lights or smoking shall be permitted on board, except as provided in the Explosives Rules, 1940.
