Section 49A(14) in The West Bengal Factories Rules, 1958
(14)Night work and fog: - (a) In factories where persons work at night, not movement of locomotive, wagon or other rolling stock otherwise than by hand shall be permitted between sunset and sunrise unless the tracks and their vicinity are lighted on a scale of not less than 10 lux as measured at the horizontal place at the ground level.(b)In no circumstances shall any locomotive or train be moved between sunset and sunrise or at any time when there is fog, unless it carries a white head light and a red rear light.
