Section 13(xi) in The Orissa Panchayat Samiti (Administration of Affairs) Rules, 1987
(xi)inspect Grama Panchayats situated within the area of the Samiti and perform functions and exercise powers conferred on him under the Orissa Grama Panchayats Act, 1964 (Orissa Act 1 of 1965) and rules made thereunder;
