Section 11(1)(c) in The Orissa Stage Carriages (Licensing of Conductors) Rules, 1994

(c)Any person finding a conductor's badge shall unless he returns the same to a person whom he knows to be the holder forthwith surrender it to the authority by which it was issued or to a Police Officer of the nearest Police-station.
