Section 3(3) in The M.P. Lok Seva (Anusuchit Jatiyon, Anusuchit Jan Jatiyon Aur Anya Pichhade Vargon Ke Liye Arakshan) Rules, 1998
(3)The name of the person appointed shall be entered in the column against the point specified for that class and unfilled point of roster shall be kept vacant and such vacancy shall be filled by appointing a person of that category only.
