Section 14(1) in The Orissa Panchayat Samiti (Administration of Affairs) Rules, 1987
(1)Where there is an Additional Block Development Officer, he shall assist the Block Development Officer in performance of his duties and shall work under the administrative control of the Block Development Officer.
