Section 9(6) in Veterinary Council Of India Regulation, 1991
(6)Every visitor shall receive from the President a commission in writing under the seal of the Veterinary Council of India and the commissioner shall specify the veterinary college, hospital or other institution where veterinary education is given and the examination held by any University, Board or veterinary institution which he is required to visit.
