Section 5(3) in The Aircraft (Security) Rules, 2011
(3)Aerodrome operator shall make aerodrome design mentioned in the national Civil Aviation Security programme by integrating the design and construction of new facilities and alterations to existing design and facilities at aerodromes shall be carried out after obtaining in writing the approval of the Commissioner.
