189. Special invitees.
(1)The Chairperson or Vice-Chairperson of a [Zilla Praja Parishad] [Substituted 'Zilla Parishad' by Act No. 41 of 2006, dated 23.9.2006.] or the Chairperson of a Standing Committee thereof may, for purposes of consultation, invite any person other than an office bearer of any political party having experience and specialised knowledge of any subject under its consideration to attend its meeting. Such persons shall have the right to speak in and otherwise to take part in the proceedings of such meeting, but shall not, by virtue of this Section, be entitled to vote at any such meeting.(2)A person attending a meeting under sub-Section (1) shall be entitled to such allowances as may be prescribed.
