(11)to hold examinations and to confer degrees, titles, diplomas, certificates and other academic distinctions to persons who -(a)shall have pursued an approved course of study in the University or in an affiliated, constituent or professional college or University Library unless exempted therefrom in the manner prescribed and shall have passed prescribed examinations of the University, or(b)shall have carried on research under conditions prescribed;
