Section 16(1) in The Port Of New Mangalore Rules, 1976
(1)A vessel lying in the harbour near the entrance to the port or in the fairway of the channel, or near the entrance channel in the pilotage waters of the harbour shall be removed by the master or owner if and when required by the Conservator.
