Section 16 in The Port Of New Mangalore Rules, 1976
16. Vessels lying outside the port entrance channel to be moved.
(1)A vessel lying in the harbour near the entrance to the port or in the fairway of the channel, or near the entrance channel in the pilotage waters of the harbour shall be removed by the master or owner if and when required by the Conservator.(2)If such removal is not affected promptly, it shall be carried out under the orders and directions of the Conservator at the risk and expense of the master or owner of such vessel.
