Sixteenth Loksabha an> Title: Minister of State of the Ministry of Skill Development and Entrepreneurship and Minister of State in the Ministry of Parliamentary Affairs made a statement regarding Government Business during the week commencing Monday, the 8th December, 2014 and submission by Members.
THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI RAJIV PRATAP RUDY): Madam Speaker, with your permission, I rise to announce that Government Business during the week commencing Monday, the 8th December, 2014 will consist of:-
1. Consideration of any item of Government Business carried over from today’s Order Paper.
2. Consideration and passing of the Payment and Settlement Systems (Amendment) Bill, 2014.
3. Consideration and passing of the Appropriation Acts (Repeal) Bill, 2014.
4. Discussing and Voting on Supplementary Demands for Grants (General) for 2014-15.
5. Introduction, consideration and passing of the related Appropriation Bill.
6. Consideration and passing of the Anti Hijacking (Amendment) Bill, 2010, after it is passed by Rajya Sabha.
7. Introduction, Consideration and passing of the Coal Mines (Special Provisions) Bill, 2014 to replace an Ordinance.
श्री रामदास सी. तडस (वर्धा) : अध्यक्ष महोदया,मेरा आग्रह है कि अगले सप्ताह की कार्यसूची में निम्नलिखित समस्याओं को जोड़ने की कृपा करें।
1. विदर्भ में कपास एवं सोयाबीन उत्पादक किसानों को भारी नुकसान होने से उत्पन्न स्थिति के समाधान की आवश्यकता है।
2. वर्धा में प्रधान मंत्री ग्रामीण सड़क योजना के तहत हुए कार्य में भारी भ्रष्टाचार की शिकायत मिली है। उसकी जांच कराने एवं भ्रष्टाचार समाप्ति हेतु कड़े कानून की आवश्यकता है।
माननीय अध्यक्ष : आपके दो विषय ही हैं।
श्री शैलेश कुमार (भागलपुर):अध्यक्ष महोदया,कृपया निम्नलिखित दो विषयों को अगले सप्ताह की कार्यसूची में जोड़ लिया जाएः
1.देश के विभिन्न भागों में नक्सली घटनाओं में सामान्य नागरिक सहित पुलिसकर्मियों की हत्या हो रही है,जिससे भारी जान-माल का नुकसान हो रहा है। नक्सली अपने मकसद में लगातार कामयाब हो रहे हैं। अतः नक्सल प्रभावित क्षेत्रों में लगातार हो रही घटनाओं पर अविलम्ब कार्रवाई कर नक्सली घटनाओं पर अंकुश लगाये जाने की आवश्यकता के संबंध में।
2.बिहार राज्य के भागलपुर सहित देश के सभी अविकसित पर्यटन स्थलों के सौन्दर्यीकरण तथा पर्यटन की दृष्टि से आवश्यक सभी आधारभूत संरचनाओं के लिए अतिशीघ्र विकास कार्य करने हेतु धन उपलब्ध कराकर पर्यटन केन्द्र के रूप में स्थापित किये जाने के सम्बन्ध में।
SHRI BADRUDDIN AJMAL (DHUBRI): Madam, I may kindly be allowed to raise the following issues to be included for discussion in the List of Business for the next week:
1. The issue of supply of food grains to the tea workers of Assam through FCI which has been in practice since 1946 but now the Government is planning to stop it which will affect over 19 lakh tea workers’ families in Assam.
2. The long pending demand of the people of Assam for construction of Dhubri-Phulbari bridge over Brahmaputra River which will connect the States of Assam and Meghalaya with the rest of the nation. Presently, people have to travel a long distance by road or through water way between Dhubri and Phulbari putting their lives at risk.

श्री बदरुद्दीन अजमल : मैडम, मैंने तीन विषयों के बारे में बताया था। कृपया, तीसरा विषय बहुत ही महत्वपूर्ण है।
3. Suspension of North-East Industrial and Investment Promotion Policy-2007 by the Union Ministry of Commerce and Industry which will affect the industrial growth of NE region.

डॉ. किरिट पी. सोलंकी (अहमदाबाद) : माननीय अध्यक्ष महोदया, मेरा आपसे निवेदन है कि निम्नलिखित विषयों को अगले सप्ताह की कार्य सूची में सम्मिलित किया जाएः-
1. गुजरात में ऑल इण्डिया इंस्टीटय़ूट ऑफ मेडिकल साईंस जैसी संस्था खोली जाए।
2. अहमदाबाद बडोदरा एक्सप्रैस वे को मुंबई तक बढ़ाया जाए।

श्री रत्न लाल कटारिया (अम्बाला) : माननीय अध्यक्ष महोदया, मैं निम्नलिखित विषय को अगले सप्ताह की कार्यसूची में सम्मिलित किये जाने का अनुरोध करता हूँ मैं आदरणीय कपड़ा मंत्री का ध्यान अपने लोकसभा क्षेत्र अंबाला के उत्तर भारत की प्रसिद्ध कपड़ा मार्केट की ओर दिलाना चाहता हूँ। यहाँ पर दूर-दूर से ग्राहक व छोटे कपड़ा व्यापारी कपड़ा खरीदने के लिए आते हैं। यहाँ पर वर्ष में लगभग 2500 करोड़ रुपए का कपड़े का व्यापार होता है। परंतु सरकार की ओर से इस क्षेत्र में पिछले कई दशकों से टेक्सआइल गतिविधियाँ बढ़ाने के लिए न तो कोई ठोस प्रयास किया गया है और न ही कोई बुनियादी ढांचा खड़ा किया गया है। आदरणीय प्रधानमंत्री जी ने " मेक इंन इंडिया " का नारा दिया है, यदि सरकार यहाँ पर कपड़े के उत्पादन व टेडिंग के लिए कलस्टर सिस्टम लागू कर दें तो हिमाचल प्रदेश, जम्मू कश्मीर, चंडीगढ़ व पंजाब जैसे राज्यों का गेटवे ऑफ हरियाणा माना जाना वाला यह अंबाला शहर भारत के कपड़ा व्यापार में निर्णायक भूमिका निभा सकता है तथा रोजगार के नये-नये अवसर पैदा कर सकता है। हरियाणा में कपास की खेती भी खूब होती है। डिवीजन लेवल के सभी रेलवे नेटवर्क भी यहां पर उपलब्ध है।
मैं सरकार से मांग करता हूँ कि अंबाला के कपड़ा व्यापार को बढ़ावा देने के लिए यहां पर कलस्टर सिस्टम लागू किया जाये।

THE MINISTER OF URBAN DEVELOPMENT, MINISTER OF HOUSING AND URBAN POVERTY ALLEVIATION AND MINISTER OF PARLIAMENTARY AFFAIRS (SHRI M. VENKAIAH NAIDU): Madam, on these issues which the hon. Members wanted to add, as far as the Government is concerned, from the day one, I have been maintaining that we have no problem. But one thing to be considered is the time of the House. We have also decided under your Chairmanship in the BAC that every week we will be taking two important issues. About the priority, the request of the Members, if the Chair decides after finding out the suitability of Ministers, we have no problem. I want to make this very clear.
Secondly, Madam, today I expected that the Congress Party and its friends will be there in the House so that we can take up the Bill. Yesterday we were discussing the Bill and in the middle of it we stopped it thinking that they would be here today and then we could take it up and pass it. Unfortunately, for reasons not known, they have gone out. I hope that they will realise the importance of Parliament and expectations of the people, come back to the House and join the debate.
Madam, on the one side we are asking for raising issues. On the other side, when issues are allowed to be discussed, if you are not in the House you are hurting the interests of the people who have elected all of us. This also has to be kept in mind.
Yesterday, there was also some sort of unfortunate remark on the Chair which is reported in the media today saying that the Speaker seems to be working under pressure. I want to say humbly one thing. Issues were raised, discussed and then responded to. The Minister came, apologized and then expressed regrets, and the issue was over.
One day we discuss all other issues. On the second day, under whose pressure, under whose instance, my friends from the Congress Party are doing this, I am not able to understand. They have to answer this.
The House do not function under the pressure of anybody. Forget the Speaker. The Speaker is the highest authority in our Parliamentary democracy. We must respect the Chair, not person, Madam, as you are saying. Then, they wanted the Prime Minister to respond. The Prime Minister went to the Rajya Sabha and made a statement. The Prime Minister came here and made a statement. He sat through the entire Question Hour also thinking that there may be some thing. He intervened also in the Question Hour on an important issue like the Planning Commission because there is a lot of anxiety and inquisitiveness among the people to know what is happening to the Planning Commission. On that, he said that he is calling the Chief Ministers’ Conference tomorrow. So, that being the case, I hope that our friends from the Congress Party realise it.
I would like to put on record that much bigger remark by bigger people, who have got more experience and who have changed more Parties a number of times, and made blunders and made such statements that are not acceptable in democracy but still they got away with them. One poor woman, for the first time has come to the House and expressed regrets. Madam, I want to read out one line from the respected Alexander Pope, and I quote: “All people commit sins and make mistakes. God forgives them and people are acting in a God-like manner when they forgive.” So, they say: “To err is human; to forgive is divine.” I say: “To err is human; accepting it is noble; and then forgiving it is divine.” They should understand it. That is why, nobody is continuing on Shri Beni Prasad Verma; nobody is continuing on Shri Tapas Pal; nobody is continuing on Shri Mani Shankar Iyer; nobody is continuing on Shri Digvijay Singh ji and a lot of other people who have all said various things at various times. I am not making any aspersion on anybody and I do not want also.
But please understand one thing. Let the country also know that the Government wants the House to function properly. We are ready to walk an extra mile. The Prime Minister is also willing to join the debate as and when required. I would request some of the Opposition Parties – I do not say ‘Opposition’ because many of the Opposition friends including our friends from Assam, Tamil Nadu, Telangana, Odhisa, Punjab – of course, they are our partner – and other Parties are all here. They are all joining the debate. We had a healthy debate. We were able to transact many of the Questions today. That should be an ideal situation.
So, I would, once again, renew my request to the Congress Party and his friends: “Please come back to the House and join the discussion. Let us enhance the prestige of this House and meet the expectations of the people.” That is my request from the Government side. I hope that they realise it because this sort of attitude is not going to help anybody. On the other hand, it will boomerang if you obstruct. If you obstruct, it will boomerang on the people who do it; I do not say one Party, whoever does it. So, please try to understand. People are the ultimate judges. They will decide what to do and what not to do.
