Section 16(3) in The West Bengal State Council Of Technical Education Act, 1995.
(3)The Vice-Chairman shall -(a)exercise general supervision over the Secretary and the members of the staff appointed by the Council and shall post and transfer the members of the staff;(b)sanction all claims of travelling allowance; and(c)take such other action, not inconsistent with any decision of the Council, as he may consider necessary for the proper functioning of the Council under this Act.
