Section 12(1) in The Orissa Wheat Control Order, 1987
(1)Without prejudice to the provisions of Clause 10, if the licensing authority is satisfied that the licensee has contravened any of the conditions of the licence, it may after giving the licence a reasonable opportunity of being heard against the forfeiture, by order forfeit the whole or any part of the security deposited by him and communicate a copy of the order to the licensee.
